Population Estimates question

I've been looking at the new Census Vintage 2018 Population Estimates and components of change:  National, State, and Puerto Rico Commonwealth Totals Datasets: Population, population change, and estimated components of population change: April 1, 2010 to July 1, 2018

Can someone please clarify for me the difference between the data in the columns for "CENSUS2010POP" and "ESTIMATESBASE2010"? Does the latter include the CQR changes? Which would be best to use for a statement about "change occurring since the 2010 Census"?

    According to the methodology document, there are three modifications they did on the 2010 census population to get estimate base of 2010: 1. include CQR change. 2. incorporate legal boundary updates reported by Jan 1 of the vintage year. 3. modified 2010 census race categories to be consistent with their input data.
