HUD uses B19113 (ACS1 by default, if not stat valid then ACS5, if ACS5 not stat valid then prior averages etc etc.), does that ever happen?

Don't want to go down a rabbit hole on HUD stuff, the table they use is B19113 (took me over an hour to find the webpage that lists which table);

Not counting COVID years, I think its very unlikely \ almost impossible that margin of error >50% for MSA and whatever detailed calculations they use. Does anyone here have an idea of how often this might happen? I think at the MSA level, the data would normally be statistically valid.  

Just for my notes and a rule of thumb can I just have B19113 as the magic that HUD uses and generally what they use.
