I have posted the open source Poverty Assessment Toolkit R package PAT_0.7.zip on the GitHub open source website:

The package is centered on ACS data and was written for a project on poverty. The package has the option of using the Supplemental Poverty Measure PUMS data files.
However, the package calculations are not limited to poverty. The package can be used to create synthetic data (like PUMS data) for census tracts or blockgoups for any PUMS variables.
Since the output is a PUMS like dataset you can make multiway cross-tabulations and subsets of any derived PUMS variables with arbitrary categories.
There are 5 "vignettes" describing how to use the package along with about a dozen help files.
For nonprofit 501(c)(3) and government entities, free support services are available.

The zip file is a Windows installer. There is a Linux installer available as well.
