Someone posted about LEP and cities. I have a computer package that will get LEP (Languages Spoken - see PUMS variable LANP - by "Speaks English Well or Not at all" at the tract level. This comes with additional information such as race and poverty. You can aggregate the synthetic data, which is like PUMS data, "up" to what ever geography you want, city, place, county subdivision etc.
