Hi all - I'm not seeing this in the documentation for CVAP files. When the files are released for years that span a decennial census and thus potential changes in block groups, do the calculations reflect the latest block groups (my assumption)?
For example, the 2012 CVAP file reflects estimates based on 2008-2012 ACS data. Block groups may have been added in 2010 that weren't there in 2008/09. Or the 2020 CVAP would reflect 2016-2020. I'm assuming that the block groups listed in the 2012 file would go with blockgroup maps from the 2010 census and those in the 2020 file go with the 2020 census but I don't want to get too far with my work on a bad assumption.
And it is my understanding new blockgroups are not added between decennial censuses, right? I know geogrphay changes are reported so I can check on that. But, for example, looking at ghe geography change notes for 2011 (ex: https://www.census.gov/programs-surveys/acs/technical-documentation/table-and-geography-changes/2011/geography-changes.html ), I can tell how the geoids of the tracts listed changed, which means I know how the geoids of the component blocks and blockgroups would change, too. But the blocks and blockgroup boundaries (and names/ids) would remain the same, right?
