Journey to Work and Group Quarters Residents

I have been asked whether the journey to work tables in the ACS include students who live in groups quarters (ie, dorms) or other types of group quarters residents.  My read of the 2017 ACS definitions is that anyone 15 or older who is employed or seeking work is a member of the labor force, and the journey to work question covers the the entire labor force 16 or older, so group quarters residents are covered by this data.  

Is this the correct interpretation of the universe for this question?  Are students employed on campus covered?
